border-right:solid windowtext 1.0pt; padding:0in 5.4pt 0in 5.4pt" valign="top"> <p style="margin-bottom:0in;margin-bottom:.0001pt;text-align: justify;text-justify:inter-ideograph;line-height:normal;"> </p> </td> </tr> </tbody></table> </div> </div><div> </div><div> </div><div align="center"> <em>说明：到2013年4月15日上午10:53为止，参加网上投票的总人数是3,492人。<br /></em></div><br /> 如何来解读这样的民意调查结果？对中国社会现状有比较深刻认知的人或许会说，真实民意就是如此。确实，在使用互联网的人群中，对中共持批评态度的人占相当大的比例；但是，在只读报纸或只看《新闻联播》的中老年人群里，这一比例可能就相对低一些了，因为，这样的人群缺乏网上传播的非官方信息，所以抵御官媒洗脑的能力比较差。<br /><br /> 但是，进一步追问下去，还有两个值得思考的问题。第一，为什么电视采访中为政府讲好话的人占大多数？为什么报纸上公布的民意调查数据从来都是基本符合政府需要的？第二，为什么国内各地数量多达十几万人的网络评论员（“五毛”）没有积极踊跃地投票？如果他们这样做了，这次民意调查的“反党”结果不就被逆转了吗？ <br /><br /> 前一问涉及到中国民意调查中的真话与假话这一话题。在共产党国家的政治高压下，人们普遍生活在“公开场合讲假话、私下场合讲真话”（public lies, private truth）的状态中。前两年《维基解密》公布的一份美国驻华大使馆发往美国国务院的内部电报披露，李克强在辽宁任职期间曾向美国外交官私下表示，他不相信地方上报的经济增长数据，而更愿意直接观察发电量等指标。这就是“私下场合讲真话”的典型例子。虽然每个人在不同场合选择讲真话、假话的比例不同，但很少有人是在私下场合满嘴假话、而公开场合全讲真话的。连司马南们也不例外，他要真象自己在公开发言中表现的那样仇恨美国，也就不会想方设法往美国钻了。当年克林顿访问北京大学时，“义正词严”地指责美国总统的那位“彰显了强烈爱国主义并反对西方制度”的北大女生，事后很快就申请签证来到美国，然后入籍成了美国人。西方人也许有人不理解这种人格分裂的行为，中国人却对此充分理解。在中国人看来，之所以在公开场合说假话，那是因为，公开场合的发言是给同事、公众听的，而同事、公众是可能向领导、政府密报的，所以，公开场合的发言只能是一种言不由衷的表演。<br /><br /> 我在“是谁导致了苏联解体”一文中（载《书屋》杂志2000年第12期）曾经指出：人的本性是喜欢真诚、讲真话的。可是在共产党体制里，人们却不得不每天“戴着假面具”上班，只有回到家里才能说一些真话；同时，在教育孩子的时候，一方面要求他们维持诚实的品德，另一方面又得教会他们必须在政治问题上善于说假话、应付当局，但又不能对当局的政治宣传信以为真，这实在是令家长们十分头痛的家庭教育。苏联的专制体制导致了“厨房政治文化”的出现，人们白天在工作场所说了一天假话后，晚上亲朋好友围在厨房的餐桌旁(苏联人多数家庭没有专用的客厅，但厨房比较宽敞，成为亲友见面说话聊天的地方)，议论批评时政，把平时在公开场合压在心底的真话讲出来，但要小心不让孩子参加。许多青少年因为偷听厨房里父辈们的政治议论，而逐渐形成了与官方宣传截然不同的观念。<br /><br /> 毫无疑问，中国的民意调查如果是在公开场合进行，比如，在被调查者的工作单位发问卷，或在电视台摄像机前接受采访，被调查者很可能会用假话应付，最好的结果是搜集到真假参半的回答。当然，如果所问的问题政治上不敏感，被调查者就敢于讲真话了。 这次《人民论坛》网上民意调查的四个问题，在中国是属于政治上高度敏感的，如果采用电视采访或者由调查者当面询问，得到的回答几乎可以肯定是令官方满意的。但是，那多半是假话。<br /><br /> 网上民意调查是匿名进行的，投票者不必暴露自己的真实身份，这时人们发现，终于在官方媒体上找到了一个类似于私下场合的空间，可以在这样的民意调查中一抒胸中的郁闷，说说真话，而不必担心惩罚了。这也算是难得的机会，还能让“当官的”听听“咱老百姓”的真实声音。结果，这次《人民论坛》关于对中共的社会信任及其制度选择的网上民意调查，收获的是令中宣部十分痛苦的结果。最后，《人民论坛》在短短几个小时之内，就匆匆忙忙被迫关闭了这次民意调查的页面，当然《人民日报》更不可能对此作任何报导。<br /><br /> 这次民意调查结果对中共统治的否定，值得记入史册。因为，在中共统治的历史上，这样的纪录是十分少见的。在互联网出现之前，民意调查都在公开场合进行，所搜集的究竟是民意还是假话，识别起来颇费脑筋。互联网出现之后，国内的网上民意调查很少涉及高度政治敏感的问题，因此也没有多少机会了解中国网民在对中共的态度问题上的真实民意。无论《人民日报》和央视平时营造多少莺歌燕舞、万民拥戴，都无法否定这次《人民论坛》民意调查获得的真实民意所表达的政治导向。<br /><br /> 最后，为什么成千上万的“五毛”在这次民意调查当中没有发挥“党要求的”作用？我猜想，有两种可能。第一，“五毛”们本来就是为了些许利益出卖灵魂的人，在网上民意调查中匿名填表、按照“党的要求”发表意见，得不到任何来自“组织上”的回报，所以他们意兴阑珊，表现消极。第二，有些“五毛”们投了票，但因为是无人监督的匿名投票，结果他们和大多数网民一样，选择了讲真话，而他们心中事关中国政治根本方向的真话，和他们以网名公开活跃在网络空间里说的话，其实是相反的。也就是说，只要不是为了利益公开表演，他们心中或许也同样讨厌什么“中国特色的道路”云云。<br />
