2017特首選舉的可能出路

letter-spacing: 0pt; font-size: 12pt;">然而,為了讓政府更能以公平、公正、公開及民主方式服務市民,也要進一步優化選舉制度,包括行政長官及立法會的選舉,因此在2017年行政長官以普選產生的基礎上,就新一屆政府上任後的實際情況,2018年便要再啟動新一輪的「政改五部曲」,為2020年立法會實行普選尋求共識方案,同時要作出較大的修訂,例如立法會功能組別的去留和優化等,自然亦會涉及行政長官選舉中提名委員會的組成。</span></p><p style="margin-top:0.0000pt; letter-spacing: 0pt; font-size: 12pt;">值得注意的是,經過四屆特首選舉,政府已經有效吸納各界人士進入司局決策層,其中有原公務員、專業人士及專家、原政界人士等等。就拿目前的司局級官員及各種委員會成員而言,絕大多數都是各專業界別的能者,政治主張或有差異,但都能和而不同,各自在其崗位上發揮所長。可以說,我們很難把他們歸類為「民主派」還是「建制派」人士,遑論中央操控。</span></p><p style="margin-top:0.0000pt; margin-right:0.0000pt; margin-bottom:0.0000pt; margin-left:0.0000pt; text-indent:0.0000pt; padding:0pt 0pt 0pt 0pt ; layout-grid-mode:char; text-autospace:ideograph-numeric; ">&nbsp;</p><p style="margin-top:0.0000pt; letter-spacing: 0pt; font-size: 12pt;">問題是,原來立法會二十多位泛民人士經過2016年選舉,當選人數在原來基礎上加減不超過五個席位。按照他們宣稱絕不接受框架下的方案,而且對政府採取不合作運動,由現在到下一屆政府,他們在立法會內只是運用各種方法阻撓政府施政;市民領教過佔領運動帶來的不便及徒勞無功,一時不能輕率再啟動另一輪大規模的佔領運動。</span></p><p style="margin-top:0.0000pt; margin-right:0.0000pt; margin-bottom:0.0000pt; margin-left:0.0000pt; text-indent:0.0000pt; padding:0pt 0pt 0pt 0pt ; layout-grid-mode:char; text-autospace:ideograph-numeric; ">&nbsp;</p><p style="margin-top:0.0000pt; letter-spacing: 0pt; font-size: 12pt;">如果中央對香港已經無求,在保住局面穩定的情況下,對泛民多數置之不理,由今年拖延至2020年的立法會普選也會泡湯,再捱到2022年還是沒法起動兩個普選;即使立法會內仍然不斷上演擲物、叫囂、拉布、流會,對社會普羅市民來說,很難取得民意的進一步認同和嘉許。</span></p><p style="margin-top:0.0000pt; letter-spacing: 0pt; font-size: 12pt;">當然,目前香港的民意傾向,少數激進分子的聲音仍然支撐着,得以保住少數立法會議席;然而,香港的發展政策他們未有積極提出意見,等於在立法會內自廢武功。中央巋然不動之下,又沒有下台階,日子難過呀!</span></p><p style="margin-top:0.0000pt; margin-right:0.0000pt; margin-bottom:0.0000pt; margin-left:0.0000pt; text-indent:0.0000pt; padding:0pt 0pt 0pt 0pt ; layout-grid-mode:char; text-autospace:ideograph-numeric; "><span style="font-family: Arial; letter-spacing: 0pt; font-size: 12pt;">更大的問題是,在沒有「政改」前景下,立法會部分議員發動不合作運動,並且帶領部分群眾跟政府對抗,政府施政將面對很多困難,不論在立法、各種建設及政策,均會造成成本極高的延誤,並且令民間的不滿和怨懟加深,直接影響香港的經濟和社會發展,令香港在全國及國際上的競爭力倒退。</span></p><p style="margin-top:0.0000pt; letter-spacing: 0pt; font-size: 12pt;">香港作為一個城市,並不是走西方政黨政治的道路。絕大多數港人都沒有參加政黨,因此,政黨的規模和理念均不足以吸納廣大市民。有志參與香港管治的人,可以從專業渠道走進公共服務機構,政黨也要在選舉制度之外,吸納和栽培治港人才,輸送到政府中去,說不定其中會培養出政治人才。</span></p><p style="margin-top:0.0000pt;
