padding: 0px; line-height: 1em; height: 8px;"></div><div style="margin: 0px; padding: 0px; line-height: 1em; height: 8px;"></div><span style="font-size: 12pt;">事实上，中国大陆的廉洁试验非自今日始，改革开放乃至中共建政以来就有过很多探索，但都以失败告终。开始党以为确立好的世界观、人生观、价值观之后，官员就会戒色戒财，纯洁无瑕，结果失败。后来提高中纪委的地位，全面自我反腐，也出台了一些规定和措施。比如推行招投标制度20多年，1999年还出台了《招投标法》，据说是要“制度反腐”。但正如《招投标法》起草人余杭教授公开所言，招投标制度已经被寻租活动附体，在实施过程中成了工程以及采购领域腐败的遮羞布，也就是让腐败披上了合法的外衣。</span><div style="margin: 0px;
