vertical-align: top; width: auto !important; height: auto !important;" alt="" /></a></div></div></div></div></div><p style="margin-bottom: 15px; line-height: 20px; font-size: 14px;"><span style="font-size: 12pt;">中央巡视组于11月初进入进驻银监会、证监会后，河北、河南、四川等地的中国“四大银行”数千名下岗员工，本周一首次到位于北京金融街的银监会门外请愿，要求恢复他们原有的职工身份。当局出动二十多辆消防车戒备，有请愿者被送到久敬庄访民接待站。也有不少人被家乡的公安拦截，去北京请愿无法成行。</span></p><p style="margin-bottom: 15px; line-height: 20px; font-size: 14px;"><span style="font-size: 12pt;">中央巡视组于一个月之前进驻银监会、证监会，以及商业银行，对其内部的问题进行调查。来自各地的数千名被中国银行系统被买断工龄的下岗工人，12月14日聚集在银监会门外，以及到工商银行、建行、农行及中国银行门外请愿，遭到公安驱散，部分人被送到久敬庄访民接待站，等候遣返。下岗工人维权代表伍立娟当天告诉本台：“今天在银监会的比上一次人多，有三、四千人，他们在银监会门口有二十多辆洒水车，把两个路口和路边都占满了。我们此行诉求和原来一样，要求恢复员工身份，解决养老、医疗、重大疾病等各方面的诉求。”</span></p><p style="margin-bottom: 15px; line-height: 20px; font-size: 14px;"><span style="font-size: 12pt;">伍立娟还说“所有四大银行的维权员工都在银监会聚集，维权行动的人借助银监会和中央巡视组驻扎银监会和四大银行及金融系统的一臂之力反腐。一定要查处在四大银行买断工龄期间，银行违法犯罪行为”。</span></p><p style="margin-bottom: 15px; line-height: 20px; font-size: 14px;"><span style="font-size: 12pt;">中国银行系统下岗员工已经多次发起大规模维权活动。湖北省工商银行潜江支行前员工伍立娟说：“四大银行董事长利用下岗员工，把所有坏账、死账推给被买断工龄的员工之中，每买断一个员工给伍万元奖励，给下面支行的行长奖励。在这种钱财的趋使下，下面银行用尽一切非法逼迫的手段，强行买断。然后把我们下岗以后留下的名额，又给他们一些亲属、朋友和子女的关系上”。</span></p><p style="margin-bottom: 15px; line-height: 20px; font-size: 14px;"><span style="font-size: 12pt;">河南省驻马店工商银行下岗员工李先生对记者说，他被家乡的公安阻止进京：“现在他们公安、银行方面人员，都来看着我，不让走。当年2000年，他们没有文件，就是我们的主任到总行开了一个会，然后就通知我们下岗，让我们买断工龄。以前我对国家的政策，劳动法都不太了解，当时是在不清楚的情况下（同意买断），也没有办法。后来发现与国家出台的政策相违背，所以我们才走这条维权的路”。</span></p><p style="margin-bottom: 15px; line-height: 20px; font-size: 14px;"><span style="font-size: 12pt;">另一位前建设银行员工韩京告诉记者，她也被公安围困在家：“我没有去成，我现在被看着。我是建设银行河南省分行驻马店分行的员工，而且我是正式员工。2003年11月份，告诉我们末位淘汰，工资给你发得很低，有的人扣完水电费，只能拿到8元。当时还说，我们在三年之内要被全部清退，分几批，我们是第一批，然后是天天考试，天天末位淘汰。我们的申请全都是格式合同，他们打好字，我们一个标点符号都不能错，全抄下来的”。</span></p><p style="margin-bottom: 15px; line-height: 20px; font-size: 14px;"><span style="font-size: 12pt;">请愿者称，银行辞退正式职工，没召开职工大会，也没有通报劳动部门，属于违法行为。这些下岗员工称，他们的维权行动已持续十多年，他们要求银监会拿出解决问题的方案。</span></p></div>
