雙程水客生力軍 抗一周一行

<p style="margin: 0pt; padding: 0pt;"><span style="font-family: Arial; letter-spacing: 0pt; font-size: 12pt;">一周一行實施一周年,水貨集團走私活動依然猖獗,《蘋果》記者連續兩天在上水、羅湖及落馬洲直擊水貨走私情況,發現幾乎近九成水客集中經落馬洲帶貨衝關,而且水貨集團成員亦有大變化</span><span style="font-family: Arial; letter-spacing: 0pt; font-size: 12pt;">。</span></p><p style="margin: 0pt; padding: 0pt;">&nbsp;</p><div><img src="/EditBackyard/EditorData/Photo/13la7p1eaaa.jpg" width="400" height="300" alt="" />&nbsp;</div><p style="margin: 0pt; padding: 0pt;"><em><span style="font-family: Arial; letter-spacing: 0pt; font-style: italic; font-size: 12pt;">每日下午落馬洲車站逼滿水貨客,待海關人員換班伺機衝關。</span></em><em><span style="font-family: Arial; letter-spacing: 0pt; font-style: italic; font-size: 12pt;"><br /></span></em><span style="font-family: Arial; letter-spacing: 0pt; font-size: 12pt;"><br /></span><span style="font-family: Arial; letter-spacing: 0pt; font-size: 12pt;">在落馬洲連接福田口岸的通道上,每日下午5時,有近千名拖篋水客蓄勢待發,「一陣5點就一齊衝啦!」每當有人發施號令:「過啦,過啦,唔好理佢,衝啦!」大批水客即從通道湧入福田口岸的入境大堂,經電子通道過關,場面墟冚,人人爭先恐後,負責抽查水客的海關人員根本應接不暇。</span></p><h2><strong><span style="font-family: Arial; letter-spacing: 0pt; font-weight: bold; font-size: 12pt;">5點鐘趁關員換班湧過關</span></strong></h2><p style="margin: 0pt; padding: 0pt;"><span style="font-family: Arial; letter-spacing: 0pt; font-size: 12pt;">記者混在水客人群中,有水客邊衝關邊教路:「多數係5點換班,得一個藍精靈(海關)把守,一齊衝佢睇唔掂,至多咪俾佢捉幾個。」記者隨人潮過關時,果然只見一名海關人員站在通道中間,水客根本不理會指示橫衝直撞闖關。</span></p><p style="margin: 0pt; padding: 0pt;"><span style="font-family: Arial; letter-spacing: 0pt; font-size: 12pt;"><br /></span><span style="font-family: Arial; letter-spacing: 0pt; font-size: 12pt;">有水客透露,他們有人在福田口岸暗中觀察海關運作,發現換班或調配人手時出現「空洞」,就會向他們發訊息。不過未必日日如此順利,「有時要等到(晚上)10點幾,差唔多閂關時先有得衝」。至於為何不衝羅湖關,水客表示:「羅湖好嚴,無論幾多人,只要有行李,佢都要你過(X光)機,邊個敢衝就捉去緝私科。」</span></p><p style="margin: 0pt; padding: 0pt;"><span style="font-family: Arial; letter-spacing: 0pt; font-size: 12pt;"><br /></span><span style="font-family: Arial; letter-spacing: 0pt; font-size: 12pt;">衝關水客有增無減,記者到上水一帶採訪,發現沿火車站經新運路往晉科及劍橋廣場仍然是重災區,沿途盡是拖篋水客。</span></p><p style="margin: 0pt; padding: 0pt;"><span style="font-family: Arial; letter-spacing: 0pt; font-size: 12pt;"><br /></span><span style="font-family: Arial; letter-spacing: 0pt; font-size: 12pt;">來自海豐的林小姐透露,她父母是香港人,但她不想申請來港,一直持雙程證來往深港兩地。「申請嚟香港做乜?香港人每日返工10幾個鐘,都唔知做人為乜」。至於變身水客,她解釋只是閒來無事,幫幫同鄉帶奶粉順道到港閒逛而已,「如果唔係同鄉叫嚟幫手,我先唔會走水貨,身水身汗咁辛苦,不如留喺屋企瞓覺」。</span></p><p><span style="font-family: Arial; letter-spacing: 0pt; font-size: 12pt;"><br /></span><span style="font-family: Arial; letter-spacing: 0pt; font-size: 12pt;">在上水劍橋廣場開檔的貨主稱,一周一行實施後,深圳居民由走私主力變兼職,反而持雙程證的則轉為生力軍,「現時中港水客比例約為六四,一周一行仲好,入境處同海關都少咗查啦,免咗好多麻煩」。他表示,深圳居民現時改為周末周日取貨,由於一星期只走一次,為賺到盡都走高價電子產品為主。</span></p>
