line-height: 20px; font-size: 14px;">中国实行严厉的每家一个孩子的计划生育政策。不少家庭因孩子患病或意外死亡，成了失去后代的所谓“失独家庭”。4月18日及19日，中国各地七百个 失独家庭的近两千人，聚集在北京知春路国家计生委门前，要求卫计委回应其诉求，将全国失独群体纳入法律保障体系，并在各地政府部门中建立直接面向失独群体 的沟通和服务渠道。他们还抗议中国长期实行的计生政策，导致他们今天陷于“老无所依，老无所养”的困境，要求当局承担当年推行“计划生育”给他们带来的恶 果。现场图片显示，众多失独老人头戴写有“失独者”字样的白帽子，举着标语。</p><p style="margin-bottom: 15px; line-height: 20px; font-size: 14px;">在卫计委门前请愿的疫苗受害者家长刘立军18日告诉自由亚洲电台，大部分失独者已在前一天被送久敬庄访民接待站：“看到了，今天人少了。他们来的人 更多，他们有一、两千人。昨天被送到久敬庄遣返的就有一千来人。他们是按照家庭算的，一个家庭最少来两个人，五百个家庭就是一千人了。昨天来了七百多个家 庭”。</p><p style="margin-bottom: 15px; line-height: 20px; font-size: 14px;">中国曾上个世纪七十年代末开始实行计划生育，全面限制出生人口，当时中国政府提出的口号是：“只生一个好，政府来养老”，表示将来政府会给予失独者 养老补偿。三十年来，有不少夫妇因各种原因，失去家中的独生子女，而政府并未照顾这些失独者。因此，他们自发组成联盟，希望通过与政府对话，解决计划生育 带来的问题。</p><p style="margin-bottom: 15px; line-height: 20px; font-size: 14px;">据财新网19日报道，长期以来，失独群体在中国法律中体现的权益，仅有在《人口与计划生育法》中的“独生子女发生意外伤残、死亡的，按照规定获得扶 助”一条。这条规定，在2015年底全国人大修订计生法时曾拟删除，最终又得以保留。而在“十三五”规划中，经全国政协委员建议，也增加了“加强对失独家 庭的关爱和帮助”的表述。然而，失独群体认为，由于有关的法律表述太过笼统，导致全国各地对失独扶助政策的执行力度不一。有的省份失独补助金能达到每个月 数千元，有的省份则对失独家庭给予近10万元的一次性补偿金；但在多数省份，扶助金仍停留在每个月340元的国家最低标准，也不会发放一次性补偿金。</p><p style="margin-bottom: 15px; line-height: 20px; font-size: 14px;">北京异议人士查建国19日接受记者采访时称，独生子女家庭的父母当年响应政府号召，当他们失去子女的时候，自然想到政府曾经有过的承诺：</p><p style="margin-bottom: 15px; line-height: 20px; font-size: 14px;">“因为他们当时是响应政府的号召或者是政府强迫（他们），多要孩子就要罚款等各种政策，现在独生子女没有了，生活、感情、精神等都受到非常大的打击，这是政府政策造成的一些困难。所以政府应该有些说法”。</p><p style="margin-bottom: 15px; line-height: 20px; font-size: 14px;">早在四年前，三千多名失独者曾向计生委递交《关于要求给予失独父母国家补偿的申请》，之后向法院起诉，但被法院驳回。</p><p style="margin-bottom: 15px; line-height: 20px; font-size: 14px;">另外，中国问题疫苗一批受害儿童家长约70人，4月18日到卫计委要求就疫苗事件立案调查及要求信息公开，他们又到法院要求立案，获法院接纳。家长 代表刘立新19日告诉本台，他们前一天到北京第一中级法院立案庭，要求就疫苗致残事件立案及对卫计委不作为立案调查，被法院接纳：</p><p style="margin-bottom: 15px; line-height: 20px; font-size: 14px;">“昨天下午去的，成功立案了。这次来了七、八十人。立案内容就是关于国家卫计委不作为，监管不力，要求妥善处理后续保障这一块。今天在卫计委门口， 现在大家步行往西直门（国家卫计委西直门信访办），我们要求疫苗立法。因为他们疫苗没有立法，我们所有遭受灾难的家庭，走司法没有一个走得通的。”</p><p style="margin-bottom: 15px; line-height: 20px; font-size: 14px;">上百名问题疫苗受害家长，原计划于4月14日上午在北京天安门和长安街一带依法举行集会、游行、示弱活动，但被公安阻止。</p></div>
