font-size: 14px;">美中贸易谈判目前集中在知识产权保护和市场准入两个方面。以后将扩展来来。<br /><br /><strong>二、 中共2017年左倾化对经济的影响<br /></strong><br /><strong><em>党管企业<br /></em></strong><br />中国自从加入WTO 后，员工中至少有三名中共党员的私营公司必须成立党支部。2006年前后，以沃尔玛为代表的在华外企也进入“党支部”时代。而外企成立的党支部是以所在地的上级党委指导和代管的。中共加强对企业的政治干预，实施在企业中建立党小组的“党化”措施<br /><br />习近平上台后，变本加厉。他发现，外企不完全被中共在经济上控制，它也没办法实施绝对的政治控制，这就是中共要在外企建立党组织的原因。大陆国企修改章程，强调党组织在公司内部发挥“核心作用”。<br /><br />进入2017年之后，北京当局不断做出政治左转的动作。不论是《网络安全法》或者“党建入章”的中共政策导向，都在加剧国内外危机。<br /><br />中国在政治和意识形态上的左转，使得国际社会更加深了对共产主义红潮来袭的恐惧和担忧。<br /><br /><em><strong>外资撤离<br /></strong></em><br />中共政策向左转，引发在华外商撤离潮。<br /><br />2017年春（中共）开始实施的《网络安全法》加强了对企业数据存储的控制，也“引发了不确定性，破坏了商业信任”。<br /><br />无独有偶，美国商会在4月公开发声，指在华美企正面临数十年来最严峻的（经营）环境。在其公布的2017《中国商务环境调查报告》中，有逾八成的在华美企成员认为外国公司在中国不如过去受欢迎，且每四家在华美国企业、就有一家表示已经或计划向中国境外转移产能，大多数的下个投资目标是转向亚洲其它国家/地区或转回北美。<br /><br />对于造成跨国企业选择迁出的主要原因，排前面的是劳动力成本上升和重新确定战略优先级别，而担忧中共当局的监管政策则首次排列第三大因素，去年的排名是第五位。<br /><br />被访企业大多数是跨国公司，其中有一半以上的企业在中国的收入占全球收入的10%以上。跟中国以外其它业务运营地区相比，过半数（54%）的外资企业认为在华知识产权泄露和数据安全威胁更大，并在过去两年间未出现任何积极的改变。<br /><br />2017年上半年，欧洲对华投资再次下降23%，有外媒分析指中国市场对外企的吸引力已经衰退。<br /><br /><em><strong>债务危机 金融风险<br /></strong></em><br />中国的债务<br /><br />人民币的逆国际化 市场份额的减少。</p><p style="margin-bottom: 15px; line-height: 20px; font-size: 14px;">7月跨境贸易人民币结算业务发生3434亿元，环比下降32.7%。以人民币进行结算的跨境货物贸易、服务贸易及其他经常项目分别发生2388亿元、1046亿元。</p><p style="margin-bottom: 15px; line-height: 20px; font-size: 14px;">看來，北京當局并不愿意承受成为国际货币的代价。<br /><br /><strong>三、 时间已到，美欧日一致否决中国的“市场经济地位”<br /></strong><br />美国商务部结论指出：在评估了（关键性的）这六个要素之后，商务部裁定中国政府为了实现特定的经济成果，保有和行使了广泛的自由裁量权。中国的制度结构以及中国政府和中国共产党借此结构所进行的控制造成了根本性的经济扭曲，使非市场条件在中国经济中占据了主导地位。这些非市场条件是建立在中国这样一个政党国家根深蒂固的制度和治理特征之上的，并基于“维持国有企业领导地位”的法律授权。因此，中国是一个非市场经济国家。由于中国不能充分践行市场原则，在商务部反倾销分析中，中方的价格和成本不能得到使用。<br /><br />中国国家财政补贴国有企业，其产品以低价大量倾销</p><p style="margin-bottom: 15px;
