style="font-size:12pt;font-family:FangSong"><wbr>2-5吨煤,而且室内温度也只在10至15摄氏度!<wbr>可见这些新盖房屋的能源消耗十分高。<wbr>如果国家在农民新房建造时提倡建设节省能源的、或者是零能源的、<wbr>或者是还能提供能源的新型房子,国家在技术上给予指导,<wbr>在经济上给予一定的鼓励,比如提供无息或者低息贷款,<wbr>那么农户肯定有积极性建造这样的新房,<wbr>因为对他们有看得到摸得着的经济好处,每户每年起码可以节约购买<wbr>2-5吨煤的钱。</span></p> style="font-size:12pt;font-family:FangSong">19<wbr>73年10月以色列和周围的阿拉伯国家发生了第四次中东战争。<wbr>为了打击以色列和支持以色列的国家,石油输出国组织OPEC宣布<wbr>停止石油出口,实行石油禁运。油价格从每桶3美元多提高到10美<wbr>元多,霎时间油价为原来的三倍多,触发了世界经济危机,<wbr>被称为是第一次石油危机。正因为是第一次,<wbr>许多国家对此没有准备,没有想到石油也能当武器。<wbr>唯一例外的是以色列。第一次石油危机对德国的打击最大,<wbr>因为德国是唯一一个本国没有任何石油资源的国家,<wbr>石油全部依赖进口。当时德国的精英们纷纷出谋划策,<wbr>当然这些方案都是公开的,供民众讨论和评判的。<wbr>有人建议加大开发鲁尔区煤炭资源的力度,<wbr>用煤炭取代部分石油的进口(德国没有石油资源,<wbr>但煤炭资源十分丰富);有人建议少开汽车,多用自行车,<wbr>星期天禁止开车;有人建议改装汽车,让汽车不用汽油、柴油,<wbr>而是用煤转换的沼气&#8230;&#8230;各式各样的建议很多。<wbr>但是最后被采用的也是效益最高的却是一个好像与石油没有直接关系<wbr>的建议:<wbr>将居住用房和公共建筑的一层玻璃的窗户换成两层玻璃的窗户,<wbr>减少用户的取暖能源消费,<wbr>这样就减少了取暖能源消费中的石油消费或者其他能源的消费。<wbr>为了鼓励百姓更换两层玻璃窗户的积极性,<wbr>更换窗户的费用将从需要纳税的总收入中扣除。<wbr>德国政府接受了这个建议,效果很好。可见一个好的建议,<wbr>要为广大被涉及者所积极拥护。</span></p> style="font-size:12pt;font-family:FangSong">PM2.5的效果,强行推行煤改气、<wbr>煤改电,在寒冬腊月的天气,将大量的低端人口赶到大街上,<wbr>来换取所谓的&#8220;蓝天&#8221;。其实在德国,<wbr>至今还是有一些家庭冬季用散煤取暖,特别是在鲁尔区,<wbr>许多矿工的就业合同中有终身获得煤炭公司免费提供取暖煤的条款。<wbr>现在鲁尔区已经没有煤炭生产了,煤炭公司必须购买煤炭,<wbr>免费向有此条款的原职工提供取暖煤。在德国也没有强制的煤改电、<wbr>煤改气的法律法规,采用何种方式取暖是用户自己的决定。<wbr>政治家相信民众能做出明智的选择。另外,<wbr>德国没有一个政治家敢提出禁止居民在室外烤肉的提案,<wbr>目的是为了减轻空气污染或者是减少二氧化碳排放。很可能,<wbr>在下一次选举中,他的政治家生涯就该结束了。</span></p> style="font-size:12pt;font-family:FangSong">1980年,北京市內约有三千七百家工厂企业。为了&#8220;改善&#8221;<wbr>北京的环境,中央政府和北京政府决定把其中的大部分搬迁到郊区、<wbr>搬迁到农村地区,认为这就是有中国特色的环境保护,<wbr>既发展了生产又保护了环境。笔者在那时就指出,<wbr>有污染的工厂企业不能搬迁到郊区、不能搬迁到农村地区,<wbr>只能就地改造,减少污染直至零污染。农村地区人口密度小,<wbr>居民政治影响力小,农民无法面对财大气粗的工厂企业。在城区内,<wbr>在民众的压力下,工厂企业只有走革新的路,走环保的路,<wbr>否则就被淘汰。<wbr>但是中央政府和北京政府还是把大部分工厂企业搬迁到郊区和农村地<wbr>区。由于城市的</span><span style="font-size:12pt;font-family:FangSong">摊大饼似的扩张,</span><span style="font-family:FangSong">&#8220;城市热岛效应&#8221;明显,搬迁到</span><span style="font-size:12pt;font-family:FangSong">郊<wbr>区的工厂企业排放的空气污染,<wbr>又源源不断地向城市中心区域输送回来。<wbr>当年搬迁污染企业的所谓环保效果,成为今日的心病。俗话说:<wbr>害人之心不可有。害人的措施,结果总是害己。</span><span style="font-size:12pt;font-family:FangSong">京津冀地区城市空间结构的问题。<wbr>他们认为北京摊大饼似的扩张已经是一个不可更改的事实。要减轻城<wbr>市热岛效应,就要减少城市最中心区的人口、<wbr>减少城市最中心区的建筑密度、减少城市最中心区的车辆交通等等。<wbr>这里所说的城市最中心区就是北京二环以内地区。<wbr>如果城市最中心区的温度不比城市中心区高,<wbr>这个城市热岛效应的高峰值就不在城市最中心区。因此,<wbr>在驱赶城市低端人口、城市低端产业之后,<wbr>有朝一日就会驱赶北京二环以内的非功能人口和非功能产业。</span><span
