line-height: 20px; font-size: 15px;">背景： 日本首相安倍晋三于10月25日起访问了中国三天，是7年以来首次日本领导人正式访问中国， 《中日友好条约》40周年是这次访问的缘由。</p><p style="margin-bottom: 15px; line-height: 20px; font-size: 15px;">自2012年日本政府宣布把尖阁诸岛（即钓鱼岛）国有化以来，中日关系一直紧绷。</p><p style="margin-bottom: 15px; line-height: 20px; font-size: 15px;"><br /><strong style="font-size: 12pt;">二、 </strong><strong style="font-size: 12pt;">中日关系</strong><strong style="font-size: 12pt;">缓和的主动方及其动因</strong></p><p style="margin-bottom: 15px; font-size: 15px;">一是中美贸易战，并向新冷战推进，中共面临全面孤立的危险。为摆脱这一困境，北京藏起自以为是自以为强的凶悍面孔，大摆笑脸，大撒钱财，放低身段，呼朋唤友，向日本，向欧洲，向印度……，试图在西方国家和民主国家中打入自己的锲子。</p><p style="margin-bottom: 15px; line-height: 20px; font-size: 15px;">二是由于美国退出《跨太平洋伙件关系协议》（TPP），变成了要由日本主导争取推动没有美国参与的TPP弱化版《跨太平洋伙伴全面进展协定》（CPTPP），北京试图借助日本而探索其进入或者联系CPTPP的可能性，从而摆脱贸易困局。</p><p style="margin-bottom: 15px; line-height: 20px; font-size: 15px;">日本方面，由于美国在贸易方面对日的冷峻态度，同时日中关系长期对立也对日本不利，加以安倍可以对华接近来对美要价，故日本在外交上一直有缓和对华关系的需求。中美互相提高关税，日本或可以成为部分商品的替代品，例如汽车行业，如果美国主导地位不再，日本便能更入到中国市场。而中国也能相对地减轻了中美贸易摩擦所带来的压力。</p><p style="margin-bottom: 15px; line-height: 20px; font-size: 15px;">安倍首相访华达成了多项协议：</p><p style="margin-bottom: 15px; line-height: 20px; font-size: 15px;">中日两国建立共同开拓第三方市场的合作机制，宣告日本间接对中国的“一带一路”构想不抱异议。</p><p style="margin-bottom: 15px; line-height: 20px; font-size: 15px;"> </p><p style="margin-bottom: 15px; line-height: 20px; font-size: 15px;"><strong>一、 权宜之计的寿命 地缘政治与意识形态的纠结</strong></p><p style="margin-bottom: 15px; line-height: 20px; font-size: 15px;">中日关系从长期看，历史问题及领海主权争议的问题，是结构性的，不会因权宜交好而改变。</p><p style="margin-bottom: 15px; line-height: 20px; font-size: 15px;">地缘政治：从地缘政治上，谁是亚洲的领头羊？中日也有结构性的冲突。</p><p style="margin-bottom: 15px; line-height: 20px; font-size: 15px;">意识形态：中日的国家价值体系不同。但不如美中之间的冲突度。</p><p style="margin-bottom: 15px; line-height: 20px; font-size: 15px;">故目前的姿态只是暂时性的。</p><p style="margin-bottom: 15px; line-height: 20px; font-size: 15px;">在价值观上，在根本制度和立场上，日本必须与美国保持一致。故日本是先同意与美国展开贸易谈判，才到访中国，这显示出日本其实很害怕特朗普政府强迫日本放弃与中国合作。</p><p style="margin-bottom: 15px; line-height: 20px; font-size: 15px;">日本如何在下阶段与美国达成自由贸易协定，应可以看出日方如何在美中间取舍平衡。从安培访华没有形成任何两国间的共识法律文件，来去也没有共同会见记者，亦可看出端倪了。</p><p style="margin-bottom: 15px; line-height: 20px; font-size: 15px;"><br /><strong>二、 中国： 和外必先变内</strong></p><p style="margin-bottom: 15px; line-height: 20px; font-size: 15px;">中国外交孤立的困境，根本上源于它的制度形态，源于它与世界主流秩序的格局格格不入。这一点，不可能靠谈判与外交技巧改变。若要有和谐协调的外部环境，必须有根本的制度改革。制度内政一变，一通百通，外交将顺风顺水。</p></div>
