line-height: 20px; font-size: 15px;"><strong>美方声明</strong></p><p style="margin-bottom: 15px; line-height: 20px; font-size: 15px;">北京时间12月2日上午，美国白宫新闻秘书关于总统与中国共进晚餐的声明美国总统唐纳德.J.特朗普和中国国家主席习近平刚刚结束了他们所说的与阿根廷布宜诺斯艾利斯的最高级代表之间的“非常成功的会晤”。</p><p style="margin-bottom: 15px; line-height: 20px; font-size: 15px;">非常重要的是，习主席以一种精彩的人道主义姿态，同意将芬太尼指定为一种受控物质，这意味着向美国出售芬太尼的人将受到中国法律规定的最高刑罚。</p><p style="margin-bottom: 15px; line-height: 20px; font-size: 15px;">在贸易问题上，特朗普总统已同意，<strong>在</strong><strong>2019年1月1日，他将以10%的税率将价值2000亿美元的产品的关税留下，而不是在此时将其提高到25%。</strong>中国将同意从美国购买尚未商定但<strong>非常大量</strong><strong>的农业，能源，工业和其他产品</strong>，以减少我们两国之间的贸易不平衡。中国已同意立即开始从农民手中购买农产品。</p><p style="margin-bottom: 15px; line-height: 20px; font-size: 15px;">特朗普总统表示：“这是一场令人惊叹且富有成效的会议，对美国和中国都有无限的可能性。我非常荣幸能与习主席合作”。</p><p style="margin-bottom: 15px; line-height: 20px; font-size: 15px;"><strong>中方表述</strong></p><p style="margin-bottom: 15px; line-height: 20px; font-size: 15px;">双方经贸团队加紧磋商的方向是取消今年以来加征的关税，推动双边经贸关系尽快回到正常轨道，实现双赢；但按照美方表述，如果接下来双方团队具体技术性谈判结果不能达成共识，美方仍然有很大概率开始加征新的关税。其次，在这场元首会谈中，中方比较成功地引导了按中方主张的原则达成解决经贸分歧的共识。在5月份中美经贸磋商发布联合声明之后，中方一直不可退让的三大底线是：</p><p style="margin-bottom: 15px; line-height: 20px; font-size: 15px;">（1）、以中国扩大进口的积极主张缓解贸易不平衡，而不是中国减少出口的消极主张；</p><p style="margin-bottom: 15px; line-height: 20px; font-size: 15px;">（2）、没有设定美方当初提出的“中国削减两千亿美元贸易顺差”指令性计划指标；</p><p style="margin-bottom: 15px; line-height: 20px; font-size: 15px;">（3）、没有扼杀《中国制造2025》，维护了中国追求产业升级、自我发展的权利。从这一次中美双方的表述来看，即使是完全按照美方表述，双方的共识也是以中国扩大进口的积极主张缓解贸易不平衡，这条途径更符合客观经济规律<strong>。</strong><strong></strong></p><p style="margin-bottom: 15px; line-height: 20px; font-size: 15px;"><strong></strong></p><p style="margin-bottom: 15px; line-height: 20px; font-size: 15px;"><strong>二、不同者何？为何不同？</strong></p><p style="margin-bottom: 15px; line-height: 20px; font-size: 15px;"><strong>不同处在于：</strong></p><p style="margin-bottom: 15px; line-height: 20px; font-size: 15px;">1、是“休战”，而非“终战”</p><p style="margin-bottom: 15px; line-height: 20px; font-size: 15px;">美中官方声明不同之处：美国声明中表示，美国停止在1月1号开始对中国两千亿商品加征关税至25%的措施，如果九十天内没有达成协议，美国将会继续这一行动。而中国的声明未提及这一点。</p><p style="margin-bottom: 15px; line-height: 20px; font-size: 15px;">2、90天谈判内容</p><p style="margin-bottom: 15px; line-height: 20px; font-size: 15px;">美方表示，双方在谈判中会涉及中国强制技术转让、知识产权保护、非关税壁垒、网络入侵和网络盗窃行为，这个内容中方未提及。</p><p style="margin-bottom: 15px; line-height: 20px; font-size: 15px;">3、美方表示，中方将立即购买美国为数非常庞大的农产、能源、工业及其他产品等1.2万亿商品，中方未提，只表示将根据中国市场需要购买美国商品。</p><p style="margin-bottom: 15px; line-height: 20px; font-size: 15px;">4、立即降低和减免美国汽车入口关税，北京未提。</p><p style="margin-bottom: 15px; line-height: 20px; font-size: 15px;">中国已同意“降低和取消”对美国产汽车加征的进口关税。但中方目前也没有相关报道。目前中国对美国产汽车的关税水平为40%。</p><p style="margin-bottom: 15px; line-height: 20px; font-size: 15px;">美国驻北京大使馆，12月2日将美国白宫的相关声明以中文全文在官方微博上转载。微博虽然没有加以屏蔽，但却关闭了评论功能，转发也受到一定限制。</p><p style="margin-bottom: 15px; line-height: 20px; font-size: 15px;"><strong>为何不同？</strong></p><p style="margin-bottom: 15px; line-height: 20px; font-size: 15px;">中方需要向国人隐瞒，因为中国作出了实质让步。</p><p style="margin-bottom: 15px; line-height: 20px; font-size: 15px;">美国并没有撤回惩罚，只是新惩罚措施暂停而已。比如中国购买美国大豆，是针对美国2000亿美元中国商品加税，现在美国并没有撤回10%的关税，只是暂停到25%的加税，但中国是撤回了针对大豆的禁令。另外，九十天的谈判期，关键是谈什么内容。这些内容，全都是美国要求谈的结构性问题，所以中国不愿意多说。</p><p style="margin-bottom: 15px; line-height: 20px; font-size: 15px;">中国媒体的报道，全部以新华社通稿为主，即使是中央电视台的现场报道，也没有变动一字，甚至连习近平的讲话也未播出。新华社12月3日的习近平南美洲出访大事记中，与特朗普会面被排在最后一位。北京的刻意低调十分明显。</p><p style="margin-bottom: 15px; line-height: 20px; font-size: 15px;">虽然有上述不同，但美方的基本要求——中国偷窃技术、强迫转移技术、支持伊朗、北韩、叙利亚以及帮助转至国家“建牆“和监控人民等——中方还是不得已大体承诺了。</p><p style="margin-bottom: 15px; line-height: 20px; font-size: 15px;">“结构变革”是个无底洞。从政治、军事、党政、经贸等等，几乎所有领域都可以往“结构变革”这个筐里装。结构性改革，是中国政治、经济等等的一个综合体。</p><p style="margin-bottom: 15px; line-height: 20px; font-size: 15px;">从中方对内部报道不愿公开承诺包括“强迫技术转移、知识产权保护、非关税壁垒、网络入侵和网络盗窃、服务和农业等方面的结构性改革”以及“90天”期限这些要命的细节来看，习近平这次是很不情愿地向美方做出了重大让步。尤其是“结构性改革”，习近平承诺与美方进行谈判。中方同意购买美方农产品和能源，形同把中方之前两轮对美国的贸易报复取消了，而美方对中方的两轮贸易措施却依然原封不动。</p><p style="margin-bottom: 15px; line-height: 20px; font-size: 15px;"><strong>三、以拖待变，北京一贯的策略</strong></p><p style="margin-bottom: 15px; line-height: 20px; font-size: 15px;">对川普政府大范围、大幅度加徵中国进口商品关税，中国谈判代表、商务部副部长王受文今年9月曾有一个形象说法，指美国把刀架在中国脖子上。</p><p style="margin-bottom: 15px; line-height: 20px; font-size: 15px;">这次是把刀暂时放下，拿在手中，90天后再说。这点，是中方的基本目标，看来是达到了。</p><p style="margin-bottom: 15px; line-height: 20px; font-size: 15px;">中方期望在这90天内发生重大事变，它就可以不履行诺言了。</p><p style="margin-bottom: 15px; line-height: 20px; font-size: 15px;">但是下一轮谈判由强硬派来泽希特主持。 美国立场非常明确：一，给中国90天宽限期，让中国在期限内涉及强制技术转移、智慧财产权保护、非关税壁垒、网路入侵和网路盗窃、服务业和农业等方面快马加鞭，作出改变，改变结果如果让美方满意，10%加徵关税就不会提高至25%，否则照加不误；二，美方并未承诺不再加徵新关税。川普过去多次威胁将对其馀2670亿美元中国商品加徵关税，此次声明并未放弃；三，美方更未像中方所说的，承诺今年以来已对中国进口的2500亿美元加徵的关税可能取消。</p><p style="margin-bottom: 15px; line-height: 20px; font-size: 15px;">“结构性改革”，美国要说服给中国放绿灯。中国加入世贸组织的操盘手前总理朱镕基不久前在一个聚会场合就指责习近平没有履行中国的入世承诺，朱镕基在这个场合表示：“遵守世贸规条对中国的改革开放大业有好处”，言外之意指责习近平掌权六年以来使中国愈来愈偏离世贸开放市场的原则，终于让特朗普找到发动贸易大战找到了理由，以至于欧盟同美国一道，拒绝“中国市场经济地位”，让中国在世界变得更加十分孤立。</p><p style="margin-bottom: 15px; line-height: 20px; font-size: 15px;">2018年以来，美中“贸易战”确已加剧了中共内部的矛盾。今天中国面临自“六四事件”以来最大的困境，也是现任领导人上台以来面对的最大挑战。其权力在年初修宪时达到顶峰，现在恐怕很多人在质疑领导能力，如把中国经济带入了险境，把中国的国际关系带入了孤立之境。</p><p style="margin-bottom: 15px; line-height: 20px; font-size: 15px;"><strong>四、前景预估</strong></p><p style="margin-bottom: 15px; line-height: 20px; font-size: 15px;">1、中方寄望于以拖待变，但是这次以拖待变成功的概率非常低，90天时限太短。</p><p style="margin-bottom: 15px; line-height: 20px; font-size: 15px;">2、中国官方寄望于其他议题：朝鲜、台湾、南海、禁毒合作等，认为双方互有需求，以要挟白宫。</p><p style="margin-bottom: 15px; line-height: 20px; font-size: 15px;">3、根据国际货币基金组织数据，中美贸易战最终可以导致全球经济增长率减少0.75%，游说他国阻止白宫再起贸易战。</p><p style="margin-bottom: 15px; line-height: 20px; font-size: 15px;">4、破罐破摔，北京无法履行完全开放电子贸易商市场、金融市场等事关中共存亡之要求，任凭90天后被强徵25%关税，经济断崖式下跌。他们最在乎的不是关税，而是最高官场在海外资产被查封。</p><p style="margin-bottom: 15px; line-height: 20px; font-size: 15px;">5、情急之下，挑起台海战事，转移焦点。</p><p style="margin-bottom: 15px; line-height: 20px; font-size: 15px;">……</p></div>
