<div id="headerimg" style="font-size: 18.6667px; font-family: "Microsoft YaHei", 微软雅黑, STHeiti, 华文黑体, SimSun, 宋体, sans-serif; float: left; margin: 0px 15px 20px 0px; display: table; width: 622px; color: #333333; background-color: #ffffff;"><img src="https://www.rfa.org/mandarin/pinglun/baotong/baotong-09112018100536.html/baotong2014.jpg/@@images/27404c0e-a616-4c51-98f9-b2c4067f981e.jpeg" alt="中共前总书记赵紫阳的政治秘书鲍彤（美联社）" title="中共前总书记赵紫阳的政治秘书鲍彤（美联社）" height="350" width="622" style="height: auto; font-size: 12pt;" /><div id="headerimgcontents" style="height: auto; overflow: hidden; margin: 0px; padding: 0px;"><div id="headerimgcaption" style="font-style: italic; float: left; margin: 0px; box-sizing: border-box; padding: 0px 10px 5px 0px; width: 622px;"><span style="display: block;">中共前总书记赵紫阳的政治秘书鲍彤（美联社）</span></div></div></div><div id="storytext" style="font-size: 14px; font-family: "Microsoft YaHei", 微软雅黑, STHeiti, 华文黑体, SimSun, 宋体, sans-serif; color: #333333; background-color: #ffffff;"><div><div></div></div><p dir="ltr" style="font-size: 15px; line-height: 20px; margin-bottom: 15px;"><span style="font-size: 12pt;">我对中美贸易谈判的前景非常乐观。我的非常乐观，是百分之九十九乐观。</span></p><p dir="ltr" style="font-size: 15px; line-height: 20px; margin-bottom: 15px;"><span style="font-size: 12pt;">我乐观的根据何在？</span></p><p dir="ltr" style="font-size: 15px; line-height: 20px; margin-bottom: 15px;"><span style="font-size: 12pt;">根据在于中美双方的态度。</span></p><p dir="ltr" style="font-size: 15px; line-height: 20px; margin-bottom: 15px;"><span style="font-size: 12pt;">在贸易问题上，美国对中国其实只有一个要求：对等。对等就是公平。对等就是互利双赢。对等就是不占对方的便宜，——无论用什么壁垒做手段，也无论在关税问题上，信息流通问题上，司法裁判问题上，还是知识产权问题上，双方都不公开地也不秘密地占对方的便宜。</span></p><p dir="ltr" style="font-size: 15px; line-height: 20px; margin-bottom: 15px;"><span style="font-size: 12pt;">贸易就是做生意。做生意，是互通有无，不是抢劫掠夺，不是坑蒙拐骗，也不是慈善事业。做生意必须讲文明的生意经。对等就是文明的生意经。对等，公平，优胜劣汰，互利双赢，是国际市场也是国内市场的形成的必由之路，也是任何一个经济体在优胜劣汰的公平竞争中得以持久地正常地发展的必由之路。只有这一条路，没有第二条路。</span></p><p dir="ltr" style="font-size: 15px; line-height: 20px; margin-bottom: 15px;"><span style="font-size: 12pt;">美国对中国的这一要求，不是高不可攀，不是刁难，不是歧视，不是苛求。它是现实的，合理的。因此是能够做得到的，是符合美国的现实利益的。</span></p><p dir="ltr" style="font-size: 15px; line-height: 20px; margin-bottom: 15px;"><span style="font-size: 12pt;">美国这个立场无可指摘，不可能改变。无论谁当总统，无论哪个党在议会里占优势，这个立场不可能改变。这是就美国方面而言。</span></p><p dir="ltr" style="font-size: 15px; line-height: 20px; margin-bottom: 15px;"><span style="font-size: 12pt;">那么，中国方面呢？中国也已经向国人和全世界表明了自己的根本态度：在核心利益上决不让步。</span></p><p dir="ltr" style="font-size: 15px; line-height: 20px; margin-bottom: 15px;"><span style="font-size: 12pt;">什么是中国的核心利益？</span></p><p dir="ltr" style="font-size: 15px; line-height: 20px; margin-bottom: 15px;"><span style="font-size: 12pt;">难道中国的核心利益是无法无天？是腐败？是占美国便宜吗？当然不可能是，不应该是。</span></p><p dir="ltr" style="font-size: 15px; line-height: 20px; margin-bottom: 15px;"><span style="font-size: 12pt;">中国的核心利益，由里子和面子组成，由当前和长远组成。</span></p><p dir="ltr" style="font-size: 15px; line-height: 20px; margin-bottom: 15px;"><span style="font-size: 12pt;">当前的里子，中国领导人已经讲得很明白了，就是“六个稳”。“六个稳”确实是头等大事。中国之所以和美国举行贸易谈判，直接的目的正是为了这六个稳。谈判成功，是实现“六个稳”的不可或缺的外部保证。反之，万一谈判失败，就业一定不稳，金融一定不稳，民生一定不稳，前景一定不稳……，那时的中国将是一种什么景象，谁心里都明白。所以，中国的态度是期在必得，务求谈成，不能谈崩。</span></p><p dir="ltr" style="font-size: 15px; line-height: 20px; margin-bottom: 15px;"><span style="font-size: 12pt;">当前如此，长远更是如此。公平竞争，优胜劣汰，不仅是美国对中国的要求，也是中国市场中国企业的成长所必需。全面深化改革不是要求达到“市场在要素配置中起决定作用”吗，如果不存在优胜劣败的机制，就一定是缘木求鱼。所以和美国达成公平竞争的协议，本来就是中国市场发育和成长的内在要求。这个道理，人人明白，用不着多说。</span></p><p dir="ltr" style="font-size: 15px; line-height: 20px; margin-bottom: 15px;"><span style="font-size: 12pt;">当然，面子也是重要的。和美国平起平坐，平等相待，达成协议，这就是莫大的面子。何况“有一千条理由和美国友好”的正确论断业已深入人心，万一谈判破裂，岂不意味着“一千条理由”的“破产”！所以破裂是断断不可以的。</span></p><p dir="ltr" style="font-size: 15px; line-height: 20px; margin-bottom: 15px;"><span style="font-size: 12pt;">综上所述，无论要面子还是要里子，当前贸易谈判的成功是必须的，别的都是死路。</span></p></div>
