font-size: 1.7rem; line-height: 1.4;"><span style="font-size: 14pt;">据自由亚洲报道说，美国建立“双边评估与争端解决办公室”以监督美中经贸协议执行情况。</span><br /><br /><span style="font-size: 14pt;">美国贸易代表办公室发布的新闻稿说，中国方面也将依照协议组建同样功能的办公室，建立解决争端的有效程序。美中双方的这个新机构将按时举行“特定官员”定期会晤，讨论协议落实情况。其中季度会议将由美方副贸易代表和中国副部级官员参加，半年期双边会谈将在美国贸易代表和中国副总理级别官员之间举行。新闻稿说，美国副贸易代表格里什（Jeffrey Gerrish）负责领导这个新机构。</span><br /><br /><span style="font-size: 14pt;">该报道称，美中经贸谈判结果的执行情况一直备受关注，为此，美中双方将建立强有力的争端解决程序。例如，任何一方都可正式向对方的办公室递交“起诉书”，首先启动争端机制。接下来将是彼此磋商，争取解决有关争端。磋商先在特定官员级别举行，如有必要，磋商级别可以依次提高。假如磋商无果，允许投诉方采取其认为适当的反制措施，不过，采取行动前要通知对方。</span><br /><br /><span style="font-size: 14pt;">据新闻稿还说，争端解决程序运作需要90天。另外，美中双方争端解决机制还对争端解决过程中保守商业信息以及有关公司或企业身份作出了规定。</span></p></div>
