box-sizing: border-box; border: none; font-size: 1.7rem; line-height: 1.4;">消息说，武汉疫情防控指挥部今天上午发布第17号通告，内容为“因保障疫情防控、城市运行、生产生活、特殊疾病治疗等原因必须出城的人员以及滞留在汉外地人员，可以申请出城”。但要坚持“错峰出城、分批实施，适时安全有序”原则。但到下午，武汉疫情防控指挥部却突然宣布，指第17号通告，是市指挥部辖下的交通防控组“未经指挥部研究和主要领导同志同意发布的”，因此宣布无效，并对相关人员进行“严肃的批评处理”。</p><p style="margin-bottom: 28px; padding: 0px; box-sizing: border-box; border: none; font-size: 1.7rem; line-height: 1.4;">该报道说，上述2条内容矛盾的通告，立即引起众多中国民众质疑，揣测四起，连一向被视为鹰派立场的胡锡进，也公开质疑这一政策急转弯。胡锡进透过新浪微博帐号表示，“一个疑问：交通组的胆子这么大？他们就敢擅自使用疫情防控指挥部的名义发通告？”希望“谁的责任谁来担”，实事求是最好。当然，如果情况就是这样，防控指挥部的内部管理可是要大大加强了。胡锡进强调，“重要的是，对武汉防控指挥部新通告中的解释，公众除了不太相信，还会觉得有些不舒服”。</p><p style="margin-bottom: 28px; padding: 0px; box-sizing: border-box; border: none; font-size: 1.7rem; line-height: 1.4;">据胡锡进说，“其实没有什么事情大得不得了，全国还有比这次疫情本身更大的事情吗”？而且武汉抗灾事急，“忙中出点乱子也在所难免。只要坦诚沟通，大多数时候人们是理解的。取信于公众，这或许最重要”。胡锡进说，自己的疑问可能就是搞错了，这件事本身很简单，是自己想复杂了。但问题是“忍不住像老胡这样想的人太多了，武汉指挥部新通告不足以打消人们的这种疑问”。</p></div>
