经过友好协商，并获得西藏儿童村（Tibetan Children’s Village，简称 TCV）正式确认，“秦伟平自由奖”（Weiping Qin Freedom Award）于2026年正式设立于西藏儿童村。

这是一项以教育和青年成长为核心的年度奖项，旨在表彰西藏儿童村优秀应届毕业生的学业成就，并鼓励他们继续追求教育、培养责任感与领导力，并积极服务自己的社区和更广泛的社会。

首届奖励10名应届毕业生

根据正式确认的奖项方案，“秦伟平自由奖”计划每年颁发给10名西藏儿童村应届毕业学生。

获奖者将主要根据其高中毕业会考的学业成绩进行评选。具体资格审核、评选程序以及最终获奖名单，将由西藏儿童村负责审核和确认。

西藏儿童村将负责：

• 识别符合条件的应届毕业学生；

• 核实学生的最终学业成绩；

• 制定并实施具体评选程序；

• 确认10名最终获奖学生；

• 协调奖项的颁发与奖金发放；

• 提供有关奖项发放的合理确认或文件证明。

具体实施安排将由西藏儿童村与秦伟平根据实际情况共同协商确定。

首届奖金总额1,000美元

2026年为“秦伟平自由奖”的首届设立年份。

首届奖金总额为1,000美元，由10名获奖学生平均获得：

10名学生 × 每人100美元 = 1,000美元

这笔奖金旨在对学生的学业成绩和努力给予表彰与鼓励，并非用于承担学生全部教育费用。

对于这一项目而言，首届奖金的金额并不是唯一重点。更重要的是从一个具体而务实的开始，建立一项可以持续发展的年度教育奖励机制，并以此作为与西藏儿童村开展长期合作的起点。

“自由”的意义

“秦伟平自由奖”中的“自由”，代表着年轻人获得学习的机会、追求个人志向的机会、发展自身潜力的机会，以及为自己的未来和社区承担责任的机会。

因此，这一奖项不仅关注学生已经取得的学业成绩，也希望鼓励获奖学生继续接受教育，发展自己的能力，并在未来以所学知识和个人能力服务社区和社会。

为什么选择西藏儿童村

西藏儿童村总部位于印度喜马偕尔邦达兰萨拉（Dharamsala, Himachal Pradesh, India）。

根据TCV官方历史资料，该机构始于1960年。1960年5月17日，首批51名儿童抵达达兰萨拉，当时机构称为“西藏难民儿童托儿所”（Nursery for Tibetan Refugee Children）。随着机构不断发展，最初的儿童照护中心逐步形成拥有学校和儿童之家等设施的教育社区，并于1972年正式注册为 Tibetan Children’s Village。

Weiping Qin Freedom Award Officially Established at Tibetan Children’s Village

Inaugural Award to Recognize 10 Graduating Students and Encourage Education, Freedom, Responsibility, Leadership, and Community Service

Following friendly consultations and formal confirmation with Tibetan Children’s Village (TCV), the Weiping Qin Freedom Award was officially established at Tibetan Children’s Village in 2026.

The annual award is an education-focused initiative intended to recognize the academic achievements of outstanding graduating students at TCV and encourage them to pursue further education, develop a strong sense of responsibility and leadership, and contribute positively to their communities and society.

Ten Graduating Students to Be Recognized

Under the formally confirmed award proposal, the Weiping Qin Freedom Award will be presented annually to 10 graduating students from Tibetan Children’s Village.

Recipients will be selected primarily on the basis of their academic performance in their high school graduation examinations. TCV will review eligibility, administer the selection process, and confirm the final recipients.

Tibetan Children’s Village will be responsible for:

• Identifying eligible graduating students;

• Verifying students’ final academic results;

• Establishing and implementing the selection process;

• Confirming the 10 award recipients;

• Coordinating the presentation and distribution of the awards; and

• Providing reasonable confirmation or documentation regarding the distribution of the awards.

Specific implementation arrangements will be determined through consultation between Tibetan Children’s Village and Weiping Qin.

Inaugural Award Fund of US$1,000

The inaugural award fund is US$1,000, to be distributed equally among 10 students:

10 students × US$100 per student = US$1,000

The award is intended to recognize and encourage students for their academic achievement and efforts. It is not intended to cover the full cost of a student’s education.

For the initiative, the inaugural financial amount is only one part of its purpose. More importantly, the award begins with a practical and modest commitment to establish an annual educational recognition program and create a foundation for a long-term partnership with Tibetan Children’s Village.

What “Freedom” Means

Within the vision of the Weiping Qin Freedom Award, “freedom” represents the opportunity to learn, the opportunity to pursue personal aspirations, the opportunity to develop one’s potential, and the opportunity to take responsibility for one’s future and community.

The award therefore recognizes students for their academic achievements while encouraging them to continue their education, develop their abilities, and use their knowledge and skills to contribute to their communities and society.

Why Tibetan Children’s Village

Tibetan Children’s Village is headquartered in Dharamsala, Himachal Pradesh, India.

According to TCV’s official historical account, the organization dates back to 1960. On May 17, 1960, the first 51 children arrived in Dharamsala, when the institution was initially known as the Nursery for Tibetan Refugee Children. As the organization developed, the original child-care center gradually grew into an educational community with schools and residential homes and was formally registered as Tibetan Children’s Village in 1972.

Over more than six decades, TCV has expanded its child-care and educational work to several locations across India. Its stated mission emphasizes sound education and cultural identity while helping children develop into self-reliant individuals who can contribute to their community and the wider world.

Establishing the Weiping Qin Freedom Award within an organization with such a longstanding commitment to children and education provides a meaningful setting for this initiative.

Weiping Qin: A Continuing Source of Encouragement

Weiping Qin said the purpose of establishing the award is to provide a modest but meaningful form of recognition for young people’s academic achievements and efforts, while encouraging them to continue their education, pursue their aspirations, and take responsibility for their communities and society.

Qin said:

“May every student who receives this award cherish the opportunity to learn, remain curious about knowledge and the world, have the courage to think independently, and have the freedom to choose their own path in life. Wherever their future may take them, may they use their abilities and actions to make a positive difference in the lives of others and in society.”

Beginning with the Inaugural Year, Looking Toward the Future

The establishment of the inaugural Weiping Qin Freedom Award in 2026 marks the beginning of this education-focused initiative.

Under the current award proposal, the program is intended to continue annually as long as Weiping Qin and Tibetan Children’s Village maintain an ongoing partnership. In future years, the number of recipients and award amounts may be reviewed and adjusted based on the development of the program and available funding.

If the initiative continues to develop, it may eventually expand to provide greater educational support and additional opportunities for outstanding students.

The Weiping Qin Freedom Award is not intended to meet the full educational needs of its recipients through a modest financial award. Rather, it seeks to begin with a simple and practical gesture of encouragement:
