因为原劳改人权基金会理事章家敦先生的在今年2月的辞职，该基金会的理事会决定增补杨逢时博士作为新的理事。为此，杨逢时博士辞去了她担任的劳改研究基金会的理事会主席一职。该理事会现有三个成员： 1）杰夫·菲德尔（Jeff Fielder）为主席，他是原劳改基金会的创办人之一和美国著名的工会领袖； 2）李·爱德华（Lee Edwards）, 他是美国共产主义受难者基金会的主席。劳改人权基金会是劳改研究基金会的财务监管机构。后者是劳改研究和人权活动的执行机构。

经选举，夏明教授接任劳改研究基金会理事会主席。夏教授现为美国纽约城市大学政治学教授。出版有为数众多的中国研究的中英文专著。同时，他还是一个知名的人权活动家。除夏明外，该理事会还有两名成员： 1）宋永毅教授（加州州立大学洛杉矶分校）和2）陈奎德博士 （普林斯顿中国学社执行主席）。

Dr. Yang was elected as new Board member of the Laigai Human Rights Foundation, and Professor Xia became the new Chair of the Laogai Research Foundation

Due to the resignation of Ms. Golden Chang in the February, the Laogai Human Rights Foundation elected Dr. Yang Fengshi as a new Director of the Board.  The Laogai Human Rights Foundation is a supervisory organization of the Laogai Research Foundation, in particular, it manage all of its endowment. The new Board of Directors includes 1) Mr. Jeff Field, the Chairperson who is a well-known union leader and co-founder of the Laogai Research Foundation; 2) Dr. Lee Edward, Chair of the Communist Victim Foundation, and 3) Dr. Yang Fengshi.

After Dr. Yang left the Laogai Research Foundation, Prof. Ming Xia became the Chair of the Board by election.  Prof. Ming Xia is currently a professor of political science at the City University of New York.  He is a renowned expert in China studies and human rights activist.  Another two Board of Directors are 1) Prof. Yongyi Song (California State University, Los Angeles), and 2) Dr. Chen Kuide (Executive Director  of the Princeton China Initiative).
